President Proposes Historic Recall Vote Legislation to Empower Citizens in Democratic Reform Push

In a bold move aimed at deepening democratic accountability, President Dr Mohamed Muizzu has announced his intention to introduce new legislation that would grant citizens the power to remove underperforming Members of Parliament and local councillors through a "recall vote" mechanism. 

Speaking during privately run television station Sangu TV’s “President” programme, President Muizzu emphasised that this initiative is a cornerstone of his broader reform agenda, designed to enhance transparency, responsiveness, and public trust in elected officials. 

“The people should have the right to hold their representatives accountable not just at election time, but throughout their term,” the President said. 

Under the proposed law, constituents would be able to initiate a recall process by submitting a petition supported by a defined percentage of registered voters in a constituency. If the threshold is met, a special vote would be held to determine whether the MP or councillor should be removed from office.

President Muizzu stressed that this reform would eliminate the need for mid-term parliamentary elections, advocating instead for synchronised presidential and parliamentary polls to ensure political stability and cost-efficiency. 

“If the performance of the MPs or councillors deteriorate, or if they slip up on meeting the criteria to continue to be a member, constituents will have the chance to reflect their dissatisfaction in real time,” he said asserting that the reform would strengthen governance across all levels. 

He emphasised that with this change, both legislative and local bodies would operate in a more equitable and accountable manner.

This announcement follows Muizzu’s press conference last week, where he revealed plans to pursue comprehensive legal and constitutional amendments in the wake of recent electoral developments.
